Despite the surname being incorrectly recorded and indexed and the age discrepancy for both Rachel Elinore and Charles above, the names of the children confirm this to be Rachel Elinore Malson Selman's family.
Also, this census was taken on 3 Jan 1920 and she is incorrectly recorded as "Eldinore." The census below was taken on the 6th of Jan 1920 where she is recorded as Rachel Selman, and it appears that Rachel Elinore entered the State hospital after the first census was taken.
Further, 4 month old daughter, Naomi Pearl, is recorded on 13 Jan 1920 in the household of uncle, Price Selman (where she is recorded as his daughter), also in Sistersville. Son, Everitt, is found recorded on 27 Jan 1920 in the household as the son of his uncle James Malson in Brookfield, Trumbull Co., OH so possibly this represents a sort of time line of events.

That the above Rachel Selman is the same Ella Selman recorded in the 1910 census in not verified. However, a Rachel E. is recorded with Jesse Jackson Malson's family in the 1900 not an Ella. Based upon the 1900 & 1910, she would've been 32 in 1920 and is recorded as 29, a difference of 3 years.
I am basing my assumption that the above Rachel Selman is the daughter of Jesse Jackson Malson on a note in the database of her nephew, William Marshal Malson, stating that Ella had a "history of mental problems."

Additional information has come to light regarding Rachel Elinore Malson (incorrectly recorded as Ella in the 1910 census) from her granddaughter, Mary Margaret Summers, in an email to me 13 Apr 2005:
"My mother - Naomi Pearl Selmon - was one of five children of Rachel Elinore Malson and Charles Selman. I am finding that (for some unknown reason) the surname spelling was changed. My mother went by Selmon yet the marriage record for Rachel and Charles is spelled Selman.
My name is Mary Margaret Summers. I never knew Rachel because my mother was not raised by her. My mother never spoke of her. We were told by my father that Rachel was placed into an institution pretty soon after my mother's birth. I have always believed it was probably a case of post-partum depression and, with what I know of early mental heath care, it would not be unlikely that she remained there the rest of her life.
I was recently told by Uncle Jess's wife, Helen (now 90) that Rachel went back to Pennsylvania after my mother's birth and was cared for by relatives there until she died. Maybe Greenville PA. I had hoped this was true because I had begun to worry about her being in an institution and maybe being alone. Unfortunately this turned out to be false. As you can see she was, in fact, placed into the Spencer State Hospital.
You must be right about Ella Selmon being Rachel, as she is listed with my Aunt Viola. I got out my copy of the Census and I believe if you blow it up you will find Nathan is Walter."

Per Mary Summers, daughter of Naomi Selmon, the above Naomia is her mother and Price J. Selmon was Naomi's uncle. Price died sometime between 1920 and 1930. His wife, Mary, who raised Naomi, remarried to William Travis and they were the people Mary knew as her grandparents.

I contacted Mary Summers (Everitt's niece) about the possibility of James Malson's son, Everett, actually being the son of his sister, Rachel E. Selmon. This census was taken in Jan of 1914 and Mary's uncle Everitt was born in May of 1914, so he would've been 5 years old at the time of the census. It could also explain who the "Lois" was mentioned in Everitt's obituary as a surviving sister.
Mary responded saying that she definitely thinks that the Everett recorded as James Malson's son is in fact her Uncle Everitt.

Everitt Malson Selmon, 66, of 550 Saunders Ave., went home to be with the Lord, Dec. 1. He was born in and was a life resident of Akron. Mr. Selmon retired from the Goodyear Tire and Rubber Company, and was a member of the Portage Lakes Eagle’s No. 2736. He enjoyed growing flowers, and was an avid fisherman.
He is survived by his wife, Ruth (Burkhammer) Selmon; sons, Ronald Malson and James Malson, both of Pennsylvania; daughters, Lynn Stovall of Tallmadge, Patricia Whitlock of California, and Donna Tigada of New York; five grandsons; 10 granddaughters; one great-grandson, and one great-granddaughter. He also leaves brother, Walker (this would be Walter) Selmon of West Virginia; sisters, Naomi Summers of Reno, Ohio, Viola Martin of Akron, and Lois Mower of Pennsylvania.
Funeral Services will be Wednesday, at 3 p.m., at the Eckard-Baldwin Funeral Home, Rev. Phillip Hulgin officiating. Burial will be in the Greenlawn Cemetery. Friends may call today from 3 to 5 and 7 to 9 p.m. (Eckard-Baldwin, 760 E. Market, 535-7141.)

This obituary confirms that this Everitt M. Selmon was mistaken for his uncle, Everett G. Malson in William Marshall Malson's database. Also, see Notes of Everett G. Malson.
Niece, Mary M. Summers, provided this obituary and stated that she did not know who Lois is, that possibly was someone whose family he lived with and he considered her a sister. Mary also did not know why Everitt's 2 sons had the Malson surname, but speculated that Everitt may've been raised by a Malson relative. SEE NOTES TO 1920 CENSUS ABOVE.
